A group home (assisted communal living) is a residential facility where a small number of people with intellectual, mental, or physical disabilities live together in a local residential facility (apartment, condominium, or detached house) and receive support with their daily activities.
In group homes, staff members called "caregivers" or "support workers" provide assistance with household chores such as cleaning and meals, manage health and finances, and provide consultation services regarding daily life. For disabled people who require nursing care, they provide various forms of assistance with daily life, such as assistance with meals, bathing, and toileting.
Group home services are a type of "welfare service for the disabled" that is available to people with disabilities, as stipulated in the Comprehensive Support for Persons with Disabilities Act. In order to provide welfare services for the disabled, the following procedures must be roughly divided and various standards must be met.
✓Compliance with corporate standards
1. Create a company or corporation.
Welfare services for people with disabilities cannot be provided by individuals. They must be provided by a corporation (such as a joint-stock company, limited liability company, general incorporated association, or social welfare corporation).
2. Obtain designation (=permission) from the local government.
In order to provide welfare services for people with disabilities, such as communal living assistance, it is necessary to obtain a license in advance from the prefecture, etc., and this license is called "designation." If the license does not meet the requirements, it will not be designated.
✓Compliance with staffing standards
1. Placement of administrators
In principle, this position will involve administrative tasks and will be the facility manager. This position will carry out all administrative tasks and may also serve as the service manager or caretaker, etc., as described below.
*If there are 30 or fewer users, at least one person must be assigned. If there are 1 or more users, one additional person must be assigned for every 31 users.
2. Appointment of a service manager
This person is the overall manager of resident support and at least one person is required. Practical experience and prefectural training are required. In addition, the person must have qualifications such as a care worker or social worker, and at least five years of experience in consultation and support work.
3. Placement of caretakers
There will be at least one person (full-time equivalent) for every 10 users. There are no specific qualification requirements, but candidates must be enthusiastic about improving the welfare of people with disabilities and have the ability to properly support them in their daily lives.
4. Placement of life support staff
In terms of full-time employment, you will provide daily life support for people with disabilities, such as bathing, toileting, or feeding.
✓Compliance with facility standards
1. Housing
It must be located in a residential area or in an area where opportunities for interaction with the user's family and local residents are secured to the same degree as in a residential area, and it must be located outside the premises of the residential facility or hospital.
*If there are 30 or fewer users, at least one person must be assigned. If there are 1 or more users, one additional person must be assigned for every 31 users.
2. Facilities
A shared living dwelling must have one or more units, and the living area must be at least 1 m7.43, excluding storage facilities, etc.
3. Minimum Capacity
・Capacity of designated office: 4 or more people
・Residency capacity of communal living residence: 2 to 10 people
(When using an existing building: 2 to 20 people, if the prefectural governor deems it particularly necessary: 21 to 30 people)
・Unit capacity: 2 to 10 people
・Capacity of unit room: 1 person (2 people if deemed particularly necessary)

Procedure flow

- 3. Collect the necessary documents, prepare the application documents, and prepare the application.
- 4. Once preparations are complete, we will submit the application to the relevant government agencies.
- 5. Documents will be reviewed and an on-site inspection will be conducted by a government official.
- 6. Once the designation is officially granted, the project will commence.
